turns the idle watchdog off — for a tunnel, which is idle by nature (a
WebSocket can sit silent for hours) and whose liveness comes from the XMPP
session and from the TCP side instead. Off means every timer that fires on
absence of traffic: the inbound idle timer and the stretched deadline of a
receiver withholding acks. The sender's per-block ack deadline is not one of
them and stays — it only runs while bytes are outstanding.
