Resolve ref against base whatever the base's scheme, for a client that
browses both httpx:// (native) and, in proxy mode, ordinary http(s):// pages
through an exit. An httpx:// base delegates to resolveHttpxUrl (identical
behaviour); an http(s):// base uses WHATWG resolution; an absolute ref in
any scheme is returned as it is. The fragment is dropped, as resolveHttpxUrl
does, since a fetched resource has none.
